Do any COBOL compilers exist for running under WINDOWS XP and NOT the Internet?

I want to write and run Cobol programs on my laptop using files etc. The programs will not require multi-threading, but may need access to database files. I need a cobol editor, compiler, and consolidate program, all available to run under windows xp and the consolidated programs to be run via windows xp. any help or suggestions would be welcome.
