What does this quote Empedocles mean..IN DETAIL please?!!?

It means that there is a permanent reality behind the world that cannot cease to exist. People who believe that the world simply sprung forth out of nothing are fools; the world , according to E, has it's roots in the Divine Mind of God which is eternal - without beginning or end. Gods Mind cannot perish as it has always existed. If you read the sentence slowly and keep a look at where the commas are, you will be able to understand it. The word "What Is" can be replaced with Mind.
