Dems and libs demand higher taxes "on the rich" with every speech. Do they really want to help the poor?

If they aren't demanding higher taxes on the rich, they are blaming republicans of wanting to lower taxes on the rich. The implication is, taxation of the rich, helps the poor. In reality, the rich don't seem to suffer much from taxation. Can anyone explain this phenomenon?
